Outsourcing of responsibilities

I really can't believe the responsibility for such a failure has been given to Oxygen supplier, No one coming to hospital know how operation of hospital is handled. All come thinking the management in hospital would take care of all requirements of the Patients. If passing on blame is so easy then as consumer of services from hospital would have to look at all small details to take care of the loved ones.
Felt sad, May be this is also true in any outsourcing, when transfer of work happens the responsibility still lies with the company who is outsourcing.
