rewards for creating and fixing problems

This is really a funny world. People are rewarded to fix the problems, which were created in the past by same person or same team. Later when they fix the issues they are thought to be heros. If this is going to be the case, then every one would create problems and when its really boiling they would solve it to be looked as hero or Stars.

In my opinion they should first be penalised for creating such an issue, and people are to be rewarded not for fixing issues in later time but who are able to find such issues in an early state. People are to to rated based on their work of past, not from the stardom of fixing issues.
